
The Bush administration on Monday again placed Venezuela in the bottom rung of nations that have ''failed demonstrably'' to curb drug trafficking, but gave Bolivia a passing grade. It was the third straight year that Venezuela was deemed as having done too little in the fight against illegal drugs. Myanmar, as Burma is now called, is the only other country that shares the designation. Both are barred from receiving certain kinds of U.S. aid.
