Chavez reiteró su acusación a EE.UU. de tener un plan llamado "Balboa" para invadir Venezuela, en una entrevista con la cadena de televisión estadounidense ABC (ver noticia). Este plan secreto, que puede conseguirse en internet, resultó ser un ejercicio de simulación de la Escuela Superior de las Fuerzas Armadas Españolas (ESFAS) realizado en el 2001, durante el segundo curso de Estado Mayor Conjunto de España en el cual, por cierto, participó un oficial venezolano(ver artículo completo).
