El informe refiere la existencia de cuatro frentes de las Farc en los estados de Zulia, Barinas y Apure y el funcionamiento de varias estructuras de las llamadas Fuerzas Bolivarianas de Liberación -FLB- que mantienen un estrecho vínculo con las Farc respecto del intercambio de combatientes y otras actividades delincuenciales. El documento asegura que en el Alto Apure, especialmente en los municipios de Páez y Rómulo Gallegos, se mueve el frente décimo o Guadalupe Salcedo, comandado por el colombiano Juan Vicente Carvajal.
