Bad Piloting and, Now, Bad Design/ Mal Pilotaje y, Ahora, un Mal Diseño

The problem in this crisis is due, in particular, to the fact that Sudeban and the National Securities Commission, the agencies that supervise and regulate the system, did not properly perform their functions; and those omissions are due, largely, to the fact that the President of the Republic and the National Assembly appointed people to key posts based on political criteria and without taking account of experience, competence, and technical and managerial abilities.
