Los presuntos miembros del «comando Imanol» de ETA Javier Atristain Gorosabel, «Golfo», y Juan Carlos Besance Zugasti, «Fenómeno», fueron enviados a Venezuela en el verano de 2008 para recibir un cursillo de adiestramiento.
